Ukraine itself should decide on the timing and content of any negotiations with Russia, US Secretary of State Anthony Blinken told Ukrainian Foreign Minister Dmitry Kuleba in Phnom Penh.

Blinken also discussed the United States' unwavering commitment to assist Ukraine in mitigating Russia's attacks on critical infrastructure as winter approaches, including expediting humanitarian aid.

Secretary reiterated that the timing and content of any negotiating framework should be determined by Ukraine, said State Department spokesman Ned Price.

Blinken and Kuleba reiterated the importance of extending the agreement allowing Ukraine to export grain through the Black Sea before it expires next Saturday.
