It was noted that the future referendum in Artsakh (Nagorno-Karabakh) should not have a limit on questions, but when will it happen? Armenian Prime Minister Nikol Pashinyan stated this at Tuesday’s meeting of the National Assembly Inquiry Committee for Studying the Circumstances of the Hostilities Unleashed on September 27, 2020.

According to him, the term "neverendum" appeared in the conversational language of negotiations, meaning that the aforesaid referendum will never be held because it must be held within the timeframes agreed between the parties, whereas Azerbaijan does not want that referendum to be held at all.

"If we look at the logic of the compromise, what the Armenian side is expected to concede is today, what Azerbaijan is expected to concede is tomorrow or the next day, or the day after that, or whenever; this is very important. Therefore, the return of territories in [the] Kazan [document] was planned not at once, but by 5+2; but Azerbaijan rejected it. And the international community did not say: ‘if you refuse, I recognize the independence of Karabakh,’" said Pashinyan.
