Russian President Vladimir Putin is demanding a suspension of all weapons deliveries to Ukraine during a ceasefire proposed by US counterpart Donald Trump, according to people with knowledge of the matter, Bloomberg reports.

The two leaders are set to speak by phone on Tuesday about ending the war in Ukraine, with a key objective being the 30-day truce that Kyiv has already said it’s ready to accept.

Putin, who met with Trump’s envoy Steve Witkoff last week, has made the arms sales halt a precondition for signing a ceasefire deal, a senior European official and three people in Moscow familiar with Russia’s position have said.

While Russia wants to halt arms sales to Ukraine, the minimum goal is to halt US aid, two Muscovites familiar with the Kremlin’s plans said.

The senior European official added that Europe has been very reluctant to agree to Russia’s demand to block arms supplies to Ukraine during any ceasefire. Such an outcome could create a situation in which Russia could rearm during a cessation of hostilities while Ukraine could not, the official said.

The UK and the European Union are working to deliver new military aid packages to Ukraine as soon as possible.

The Moscow source said the arms freeze demanded by Putin would be temporary and would resume after a peace deal is reached that would require Ukraine to agree to limitations on its military potential.
