I can only reaffirm the readiness of the Armenian side to sign the peace agreement, which has already been fully agreed upon. And as for the delays, the sooner this agreement is signed, naturally, we will be able to focus on addressing regional cooperation and the tasks of the well-being of all countries, peoples of our region. Armenian Deputy Foreign Minister Vahan Kostanyan said this during a briefing with reporters Monday—and referring to the fact that Azerbaijan has posited two preconditions and noted that the peace agreement will not be signed until the Armenian side agrees to these preconditions.

Speaking about the two specific preconditions, Kostanyan noted: “A short while ago, [Armenian] Prime Minister [Nikol] Pashinyan again announced that as far as the OSCE Minsk Group mechanisms are concerned, Armenia is ready to send a corresponding letter to the OSCE Chairman-in-Office in parallel with signing the peace agreement, proposing to dissolve the Minsk Group mechanisms.

As for the issue of the Constitution of the Republic of Armenia, the position of the Republic of Armenia was also presented in that regard: namely, the Constitutional Court of Armenia, in its relevant ruling last year on the working procedure of the border delimitation commissions [of Armenia and Azerbaijan], has already given [its] assessment that there is no legal-constitutional obstacle and conflict between our constitution and the Alma-Ata Declaration. Moreover, the peace treaty has clear guarantees, and in essence addresses both the concerns of the Armenian side regarding the constitution of Azerbaijan, and the statements being made by Azerbaijan that they also have concerns.”
