I believe we have time for research, for a new study of the international system, where we see that the old system has stopped working, and the reason for this is that developing countries need to be more engaged, and they want to be more engaged in global issues, in decision-making. This was stated by Deputy Foreign Minister of Armenia Mnatsakan Safaryan at a panel discussion within the framework of the Yerevan Dialogue 2025 international forum Tuesday in the Armenian capital.

And the international system must adapt to this. But in the long term, its pluralism will be effective, it will become multilateral again because if it is effective, and the criterion of effectiveness is how much public good it brings to a given group, more members will participate in it and, naturally, it will become multilateral, Safaryan added.

According to him, he does not see new mechanisms, but the old ones—summits, conventions, agreements, multilateral agreements with multilateral participation, international banks—must ensure public good in order for these associations to be effective.

Armenia is at the junction of several such multilateral associations, and that is why the country’s authorities have chosen a foreign policy of diversification and balancing. But as a Ministry of Foreign Affairs, as a country, Armenia believes in multilateralism, concluded the deputy FM.
