The government of Armenia, at its Cabinet meeting Thursday, decided to establish the procedure for the activities of a fact-finding commission.

The main task of this fact-finding commission is to identify fundamental and systematic violations of human rights that occurred in Armenia within the framework of the events and incidents from September 21, 1991 to 2023 inclusive, or as a result of them, to prevent possible violations, rule out their recurrence, social transformation of Armenian society, restoration of social justice in Armenia, reconciliation, to promote the recognition, restoration, and protection of the rights of persons who have suffered from violations and events or otherwise suffered their negative consequences, and implementation of activities that contribute to the protection.

According to the draft submitted by the Ministry of Justice, the respective cases and events include: the organizing and conduct of national and local government elections and referendums, political persecution in post-election processes, alienation of property under the guise of “state needs” as well as in order to ensure the overriding interests of society, other manifestations of deprivation of property rights of individuals, deaths of servicemen in non-combat conditions, and violations of the right to freedom of assembly.
