Russian President’s special envoy Kirill Dmitriev has arrived in the United States for “official talks,” two days after U.S. President Donald Trump announced new sanctions, CNN reports, citing sources familiar with the visit.

Dmitriev, head of the Russian Direct Investment Fund and a special representative of the Kremlin, is expected to meet with members of the Trump administration “to continue discussions on U.S.-Russia relations,” sources said.

The visit comes amid growing U.S. frustration over Russia’s refusal to end the war in Ukraine and following Trump’s announcement that the anticipated summit with Vladimir Putin in Budapest, planned for last week, has been canceled, CNN notes.

The network also reminds that Dmitriev recently proposed constructing a “Trump-Putin Tunnel” between Alaska and Russia’s Far East.

Born in Soviet-era Ukraine and educated at Harvard and Stanford, Dmitriev previously worked as a consultant at McKinsey and an investment banker at Goldman Sachs, CNN recalls. After Russia’s invasion of Ukraine, he was placed under U.S. sanctions. The U.S. Treasury called him a “close associate of Putin and his family.”

U.S. authorities temporarily lifted sanctions on Dmitriev to allow the State Department to issue him a visa for entry, a CNN source reported in April.
