The European Union has guaranteed continued financial support for Ukraine in 2026 and 2027. According to statements made at the EU summit in Brussels, allies intend to ensure stable funding for Kyiv to defend itself against Russian aggression.
However, the decision to provide Ukraine with a €140 billion loan using frozen Russian assets has been postponed until December, Bild reports. The final statement of the summit notes that the European Commission must “as soon as possible” present options for the use of these funds.
Ukrainian President Volodymyr Zelensky, speaking at the summit, said that Ukraine needs these funds as soon as possible.
“We need this money in 2026, and it would be best if it came at the beginning of the year. But not everything depends on us,” he emphasized.
Plans to use Russian assets are being actively promoted by German Chancellor Friedrich Merz and European Commission President Ursula von der Leyen.
