The state budget is a statement of intentions. In our reality, this nuance is often not perceived, because when the budget year begins, some people think that if we have planned for the budget year, let's say we have to spend this much trillion [drams], then there is a room in the government where that much trillion is put, and we count it every week or on the day we go, we distribute [it] in cash or non-cash. Prime Minister Nikol Pashinyan stated this at Thursday’s Cabinet meeting of the Armenian government.

“No, that's not what the budget is about. The collection of the budget begins from the first seconds of the start of the given year. It’s another thing that since we have the budget of the previous year and in that budget, when things are going well, there are balances. Or it is not always an expression of good work, because sometimes it means that we have not done the expenditure part so well, but in any case, that continuity is ensured,” the Armenian premier added, in particular.

Pashinyan noted that the revenues of Armenia’s 2025 state budget were implemented by 100.2 percent. “That is, we have somewhat overachieved [the 2025 state budget],” he emphasized.
