After meeting with US Secretary of State Marco Rubio in Washington and signing the document on the framework for the implementation of the Trump Route for International Peace and Prosperity (TRIPP) project, Armenian Foreign Minister Ararat Mirzoyan made comments live on air, and dispelled the “malicious manipulations” of the opponents of this project.

The Armenian FM noted that he had met with Secretary of State Rubio and his delegation a few hours ago, and they discussed the dynamics of Armenia-US relations, initiatives, outlined new directions, strategic work, as well as planned visits and meetings.

Mirzoyan recalled that the talk focused on the implementation of the agreements reached in Washington on August 8, 2025 which confirmed the framework for the implementation of TRIPP. The Armenian FM called this document extremely important and touching on sensitive issues.

“Five months have passed, and the negotiations with the American side have given us the opportunity to discuss the conditions, principles, etc. in quite detail. This is not yet a final document, although it is a significant achievement for all parties. Subsequent documents will touch on more legal aspects, reflecting all the issues of greatest interest to the society and the parties involved,” the Armenian FM noted.

At the same time, he assured that the document reflected everything that was agreed upon. “No further is agreed upon. There are no conditions that were raised, negotiated, agreed upon, but we did not publish them for some reason. There is no such provision. The text is clearly worded,” Mirzoyan confirmed.

Then the Armenian FM began to read paragraphs of the previously published text, accompanying them with comments.

Once again emphasizing the importance of the TRIPP project, Mirzoyan noted that this is a major regional program and consists of three levels: Level 1: connection between third countries, the EU and Central Asia, Level 2: connection between Azerbaijan’s Nakhchivan exclave  and Azerbaijan proper, and Level 3: Armenia's connection with third countries in two directions: to the West and Central Asia. Mirzoyan particularly emphasized the mention in the document of Armenia establishing relations with Azerbaijan and Turkey.

The TRIPP Development Company is being created to implement this project. The document also repeatedly emphasizes that the project will be implemented with full preservation of Armenia's sovereignty. That is, there will be no infrastructure sectors where Armenia's sovereignty will be limited in any way. The controlling share in the TRIPP Development Company will belong to the American side, but there will be matters of principle where Armenia, despite not having a controlling share, will be the decisive party. No decisions will be made on certain issues without its consent. For example, in the event of a change in owners or shares, a decision by the Armenian and US governments will be necessary. Thus, the Armenian FM dismissed all conspiracy theories according to which the “Trump Route” could be transferred to a third party without Armenia’s consent. According to Mirzoyan, selling it would be impossible, as it would be considered a breach of contract.

“Special purpose organizations” involving private companies, with the consent and participation of the Armenian government, could be established to implement subprojects. Referring to the granting of the construction right to the TRIPP Development Company, the Armenian FM noted that a similar right has been granted to dozens of other companies. Armenia’s sovereignty and jurisdiction will not be limited in any way, and Armenian laws will apply along the entire route, Mirzoyan reiterated.

In response to questions regarding the TRIPP project submitted to the Armenian foreign ministry’s press service, the minister reiterated that security and law and order, as well as the operation of checkpoints, will be ensured by the Armenian side and no functions will be delegated to another party. Clarifying the “front office-back office operating model” presented in the document, the Armenian FM noted that it is a widely used model in the world, which essentially represents the “single window” principle.

Explaining why the decision was made to leave only 26 percent of the shares to the Armenian side, Mirzoyan stated that this largely reflects the two countries’ investment. According to him, it is no secret that the US intends to make large financial investments, while Armenia mainly provides the right to construction. “It is a fairly fair decision. Moreover, it is about the first 49 years. When the return of funds is ensured after 49 years, the arrangement will change and will almost be equalized,” Mirzoyan believes.

Turning to the question of Azerbaijan’s participation in the “front office-back office” model, the Armenian FM noted that this is not a subject of discussion with the American side and, in fact, he does not see the need for such a discussion. Mirzoyan noted that the whole world is striving to simplify border procedures and the point of transit is precisely to simplify them.

And when asked whether the TRIPP procedures will differ from the existing ones, the Armenian FM gave approximately the same answer, emphasizing the importance of simplification, but not to the detriment of sovereignty and security, but rather on the basis of legislation and in accordance with international norms.
