YEREVAN. – The guilty are the political forces, as they do not nominate strong figures and then they complain about the majority election system, Armenia’s Justice Minister Hrayr Tovmasyan said during the National Assembly hearings devoted to passing to a 100-percent proportional election system in the country.    

Tovmasyan noted that the proportional election system secures a greater representation, and added that those forces that cannot win are the ones who complain about the majority election system. “Perhaps the guilty are the political forces, as they must have strong local figures to win,” the Minister stated.  

“There is no best model. Each model is applicable in the given country,” stated the ruling coalition’s Republican Party of Armenia MP Davit Harutyunyan, another opponent of a completely proportional election system in the country.

In his view, in the case of a 100-percent proportional election system, the voter does not have an MP whom he can apply in person. As per Harutyunyan, the proportional election system will promote the dictatorship of  the party elite, and Armenia can pass to a completely proportional election system only in the case when there is inner-party democracy in the country.
