STEPANAKERT. – Threat to the state, sovereignty and territorial integrity of Artsakh (Nagorno-Karabakh) is an incessantly present external factor, Arthur Vagharshyan from the Yerevan State University said during the international conference held in Stepanakert.

“Hence, the key issue that the Arstakh state and society face is defense and continuous improvement of the level of protection,” he said. “Taking into account the specific nature of the two Armenian states and their geopolitical situation, we offer to resort to a theoretical redistribution, and to recognize the defense as the principle of operation and organization of the state apparatus in Armenia and Karabakh.”
