The Azerbaijani authorities have failed to ensure accountability and protection for people affected by the Nagorno-Karabakh conflict, according to the annual report of the human rights organization Amnesty International.

Amnesty International recalls in this document that in October 2025, the European Court of Human Rights had ordered Azerbaijan to provide information on the conditions of detention and health of 23 Armenian prisoners.

The aforesaid human rights organization added that eight of them were former de facto officials of Nagorno-Karabakh.
