Azerbaijani President Ilham Aliyev delivered a speech at the European Political Community Summit in Yerevan that was offensive in substance toward Armenians, though restrained in form.

Aliyev opened by thanking Costa (the President of the European Council) for the invitation to speak at the summit, noting that the details of his participation had been discussed during Costa's visit to Baku. He also mentioned the invitation to host the EPC summit in Baku in May 2028, adding: "Armenia agreed."

He then stated that Armenia and Azerbaijan have been living in peace for more than nine months, that a declaration was signed in Washington last August with Trump as a witness, and that Azerbaijan subsequently unilaterally lifted all restrictions. Since then, several thousand tons of cargo have been transported through Azerbaijani territory, and Azerbaijan has begun supplying gasoline and diesel fuel to Armenia. He also noted that the "Trump road" will pass through Armenia to Nakhchivan and become part of the Middle Corridor.

However, Aliyev directed sharp criticism at PACE and the European Parliament. Regarding Nagorno-Karabakh, he stated that in September 2023 Azerbaijan "ended separatism" and "implemented UN Security Council resolutions" — a characterization that glosses over the forcible deportation of the entire Armenian population of Nagorno-Karabakh. He accused PACE of applying double standards following the sanctions imposed on the Azerbaijani delegation in response to those events.

As for the European Parliament, Aliyev complained that it had adopted 14 resolutions against Azerbaijan between May 2021 and April 30, 2026, calling them "deeply offensive." He alleged that rather than addressing important issues, the Parliament "lies and slanders Azerbaijan." In response, on May 1 the Azerbaijani Milli Majlis voted to sever all relations with the European Parliament and begin the process of withdrawing from Euronest.

Aliyev concluded by congratulating Prime Minister Pashinyan on hosting the summit in Yerevan and stated that, despite all efforts to obstruct, Azerbaijan "adheres to the peace agenda."
