In the packages that were not accepted, there was always the issue of the return of the forcibly displaced persons and the refugees; and when we tried at the working level to get an explanation for what might be acceptable at this or that point, under that point the Azerbaijani side always meant that the refugees should return at least to Shushi. Prime Minister Nikol Pashinyan stated this Monday at the special session of the National Assembly of Armenia—and responding to the MPs' questions, and referring to the fact that the Armenian Foreign Ministry spokeswoman Anna Naghdalyan had just recently noted on social media that, "At no stage of the peace process, there was a question of giving up the [Artsakh (Nagorno-Karabakh)] city of Shushi."

"Second, since the beginning of the war when there were options as to with what options we can come to an agreement that the war stop, if not at the very beginning, from the X moment, now we can check, maybe in 5 days, 6 days, 7 days, the topic of return of Shushi appeared on the agenda; this is an undeniable fact; that is, there were such good options and that option was not signed? On this occasion, I would like to say that I have made a decision to dismiss the Foreign Minister [Zohrab Mnatsakanyan]," Pashinyan added.
