Today, investments are almost zero [in Armenia]. But I have no doubt that we will give such a pace in terms of jobs that we will be the ones looking for good professionals. Second President Robert Kocharyan, the leader of the "Armenia" bloc that will run in the snap parliamentary elections on June 20, stated this at a meeting with the residents of Shirak Province and the active members of this bloc—in Gyumri.

"I promise you that there will be so many jobs that… It was like that then [during my tenure]; the builders were not enough in Gyumri; we were bringing [them] from various places. There must also be industrial capacities here [in Gyumri]. You cannot close the whole arena with construction only," he added.

Kocharyan spoke also about social housing. "During the first years of my presidency, we were allocating apartments in Gyumri, but we were not demolishing the shacks—which was wrong. The shack was passing from hand to hand, a character of living in a shack was being formed.

Now you either have to give people an apartment, or a certificate to buy an apartment. If building a new one is more expensive than issuing a certificate, then you need to go the way of issuing a certificate. It is a solution to people's social problems. The state must take on [the task] for the people who, with their capacity, cannot get out of that situation on their own," said the second President of Armenia.
