The president of the parliament of Azerbaijan [i.e. Sahiba Gafarova] had once proposed to sign a peace treaty on the basis of five agreed principles, and Armenia had agreed; now we have 13 agreed  articles. So what happened to the statement that Mrs. Gafarova was proposing on behalf of their authorities? Armenian National Assembly (NA) speaker Alen Simonyan stated this while speaking with reporters at the NA Tuesday.

"If Azerbaijan really does not have territorial ambitions [against Armenia], if the leader of Azerbaijan really wants peace in the region, the ball has been in Azerbaijan's court for a long time. We are awaiting Azerbaijan's response on which platform we will sign the peace treaty, how we will sign [it], where they propose, so that we can discuss [it].

Even international partners are already offering platforms. This is also a message that the international community is waiting for. In the case of the same COP29 [UN Climate Change Conference to be held in the Azerbaijani capital of Baku in November], I already picture whether it is necessary for the international partners who are to visit Baku to talk about this treaty, talk about the [Armenian] prisoners of war, talk about the territorial demands of the president of Azerbaijan towards Armenia. Does Azerbaijan need it that much?" said Simonyan.

And reflecting on Armenian PM Nikol Pashinyan’s statement during his speech at the United Nations last week that Armenia will change its constitution if it interferes with the signing of the peace treaty with Azerbaijan, Simonyan said: "The prime minister said that if something like this happens, the Constitutional Court [of Armenia] will decide that it is conflicting, then we will think about it. How do you imagine that we could have made such a statement without talking to lawyers and constitutional experts many times?”
