Having diplomatic relations or not is irrelevant, the citizens of Turkey were extradited to that country in compliance with all internal procedures. Ruben Rubinyan, deputy speaker of the Armenian National Assembly (NA) and Armenia’s special representative for the normalization of Armenian-Turkish relations, told this to reporters Thursday—and addressing the question of how Armenia extradited two Turks to Turkey without having diplomatic relations with that country.

And as for who those Turks were, Rubinyan said: "They were both persons who were wanted, including through Interpol. They had not come to Armenia for a short time."
