In the negotiations between Ukraine and the Russian Federation, the compromises will be ultimately decided by an all-Ukrainian referendum—including the issues of security guarantees in the temporarily occupied territories of Donbas and Crimea. Ukrainian President Volodymyr Zelenskyy stated this in an interview with Suspilne.

"The answer is very simple. We all already understand. They do not accept us [into NATO] because they are afraid of Russia. That's it! And we need to calm down and say, 'Ok,  other security guarantees.' There are NATO countries that want to be a security guarantor, which, unfortunately, cannot ensure 100% membership tom us, but are ready to do everything that the alliance should have done if we were a member of the alliance. And I think it is a normal compromise," he added.

According to Zelenskyy, constitutional amendments and changes in Ukrainian legislation will be at the focus with respect to the issue of security guarantees.
