The Chairman of the Public Council for Foreign Policy and Security of the Nagorno-Karabakh Republic Masis Mayilyan told Armenian News-NEWS.am that he does not think that 2013 could be a breakthrough for the settlement of the Karabakh conflict.

“Presidential elections will be held in Armenia this coming winter, while in Azerbaijan they will be held in the fall. Electoral processes, as a rule, do not contribute to the rapprochement of positions of the parties. The conflict between Nagorno Karabakh and Azerbaijan and Armenia can be actively used for internal purposes. This will create additional obstacles to regional settlement,” Masis Mayilyan said.
