Azerbaijan creates artificial roadblocks before the path toward the settlement of the Nagorno-Karabakh conflict.

President of Armenia Serzh Sargsyan said the abovementioned Wednesday, in response the questions posed by the Parliamentary Assembly of the Council of Europe (PACE) delegates, in Strasbourg, France.

The President remarked that, after long negotiations, the OSCE Minsk Group introduced a document, titled the Madrid Principles, which is based on three precepts: the right of peoples to self-determination; the non-use of force, or the threat of force; and territorial integrity. 

Sargsyan stressed that even though the Armenian party accepts this document, which the mediators have introduced, Azerbaijan does not accept it.  

Serzh Sargsyan recalled that Azerbaijan accepts solely one—that is, territorial integrity—of the aforesaid three principles.
