Mr. Zhirinovsky’s statement is his own view, Nagorno-Karabakh Republic (NKR; Artsakh) Presidential Press Secretary Davit Babayan told Armenian News-NEWS.am.

He noted this while commenting on the interview which Vladimir Zhirinovsky, the leader of the Liberal Democratic Party of Russia, had given to Haqqin.az news agency of Azerbaijan.

The NKR presidential spokesperson added that everything is very clear for official Stepanakert: “We are building an independent, sovereign, lawful, and democratic state.”

Babayan recalled that, stemming from the idea of one Armenian Motherland and two states, the NKR has a special category of integration with Armenia. 

“This is based on the Armenia-[Armenian] Diaspora-Artsakh triple union, and it expresses the geopolitical, historical, [and] ethical and psychological domains of Armenian statehood,” Davit Babayan stressed.    

Speaking to Haqqin.az, Zhirinovsky had specifically said: “How to solve the Karabakh problem? (…) Karabakh can be declared a territory subject to Moscow. (…) This can be tried as a provisional alternative. (…) A shared flag—let’s say, the CIS flag—can be raised [there]. Let the elements of the Armenian, Russian and Azerbaijani flag be there.”
