Matters related to the exchange of territories can be discussed solely with a format that takes into account the restoration of historical justice, security measures, and the current reality on location.

The Minister of Foreign Affairs of the Nagorno-Karabakh Republic (NKR; Artsakh), Karen Mirzoyan, told the aforesaid to the IlGiornale.it website of Italy.

To the question on whether the NKR is willing to make border changes in return for international recognition, Mirzoyan responded that, pursuant to the NKR Constitution, all territories under Artsakh’s control are a part of the country in the same way.

Mirzoyan noted that the NKR has very sincere relations with the OSCE Minsk Group which, as per the minister, knows the respective position of the government and people of Artsakh very well. The FM added that all the cards of Nagorno-Karabakh are on the table, and it stands ready to discuss matters in a simple and honest way, but without abandoning its convictions.

To the query on whether the NKR is ready for a collective reparations program for refugees who lost property, or to accept a potential Azerbaijani minority, if it were to receive international recognition, the FM responded that everything can be discussed if there are direct talks between Karabakh and Azerbaijan, but the latter refuses to negotiate with Karabakh and it negotiates with Armenia, instead.

Mirzoyan stated that there are refugees from both sides. But those Armenian refugees who came to Artsakh had no international aid except from the Armenians in Armenia and the diaspora. Karen Mirzoyan added that this is a humanitarian problem which is a consequence of the Karabakh War, and therefore the consequences of the conflict cannot be resolved unless you first resolve its causes.
