The co-chairs of the OSCE Minsk Group have made a clear statement regarding Nagorno-Karabakh, in which they called upon the parties to agree to the creation of a mechanism for the investigation of the ongoing incidents along the Armenia-Azerbaijan border and the Karabakh-Azerbaijan Line of Contact. 

The Minister of Foreign Affairs of Armenia, Edward Nalbandian, noted the aforementioned speaking to the Voice of America Armenian Service. 

In his words, even though both Armenia and Karabakh announce that they agree to the creation of such a mechanism, Azerbaijan always refuses. 

“Azerbaijan, by refusing to create such a mechanism, assumes accountability for the border incidents and the incidents of ceasefire violation,” said Nalbandian. “[But] the negotiation process will continue because it has no alternative.”

The FM recalled that the mediators, who usually try making neutral statements, this time were compelled to directly point to Azerbaijan’s violations, and as a result, Baku crossed the “red line.” 

“The international community already knows who the violator is,” added Nalbandian.

In his words, the OSCE Minsk Group co-chairs will soon visit the region. In addition, the parties are discussing the organization of the next round of talks at the level of the FMs, and with participation by the international mediators.

Edward Nalbandian added that although Armenia always favors the highest-level negotiations, “the ceasefire violations and the increase in tension—whose cause is Azerbaijan—do not contribute to such kind of meetings and other meetings, alike.”
