YEREVAN. – Both Russia and the US had a negative approach toward the document on the Nagorno-Karabakh issue, and which was debated at the Parliamentary Assembly of the Council of Europe (PACE).

Political scientist Manvel Sargsyan told the aforesaid to Armenian News-NEWS.am. He said this reflecting on the anti-Armenian report, entitled “Escalation of Violence in Nagorno-Karabakh and Other Occupied Territories of Azerbaijan,” by Robert Walter (United Kingdom, EC), and which the PACE Committee on Political Affairs and Democracy had approved on November 4, in Paris.

Sargsyan stressed that Russia and the US are united within the Organization for Security and Co-operation in Europe (OSCE) Minsk Group, and they do not welcome other initiatives.

“It is necessary to try to understand the real reasons for the emergence of this report,” the analyst noted. “He [i.e. Walter] is a British diplomat, who presents a document which actually was written in [the Azerbaijan capital city of] Baku; this document contains all the Azerbaijani arguments.”

He added that this certainly is not a coincidence, and it is a means to start a certain process.

“And we see how a confrontation has been created between the OSCE Minsk Group and PACE,” Manvel Sargsyan concluded. “I believe this is a measured move, whose main objective is to include the Karabakh conflict in international politics.”
