YEREVAN. – The main distinctiveness of the parliamentary system of governance is that the election-related commotion can be prevented in this system.

Political scientist Aleksandr Manasyan stated the abovementioned at a press conference on Saturday, and reflecting on the forthcoming constitutional referendum in Armenia.

In his words, during presidential elections, the country turns into an active zone for the impact of external forces.

“International track-record shows that the parliamentary form of governance has advantages over the presidential [form of governance],” Manasyan noted.

The referendum on Armenia’s draft constitutional amendments is slated for December 6.

Pursuant to the new draft Constitution, the country will make a transition from a semi-presidential to a parliamentary system of governance, and conduct completely proportional parliamentary elections.

The opponents of the proposed constitutional amendments, however, consider them to be primarily the authorities’ attempt to hang on to power.
