YEREVAN. – After the adoption of the Electoral Code’s version which has been agreed upon with the opposition on some points, the Armenian authorities have a wonderful excuse to abdicate from these points, saying that the Europeans are not giving money, according to Aravot newspaper.

“This is also is a wonderful justification before the Europeans: ‘Did you see that we have done everything to carry out the demands of the opposition? Well, now that you don’t give money, what to do?’

“[But] this petty slyness will hardly ‘pass.’ It is clear that international organizations, or countries, give money to Armenia’s state institutions for organizing elections.

“It is clear that in this case, the opposition, or the civil society [of Armenia], cannot negotiate to receive a grant.

“So, the accountability for failing the improvement of the electoral process [in the country] will fall entirely on the authorities,” wrote Aravot.
