YEREVAN. -  The meeting of Armenian, Azerbaijani and Russian presidents in Kazan was initially doomed to failure, as the OSCE Minsk Group co-chairing countries have clash of interests over Karabakh conflict resolution.

Azerbaijan’s insatiable appetite also contributed to the failure, which gives the Armenian side an opportunity to maneuver, Secretary of Heritage Party parliamentary group Stepan Safaryan told a press conference on Tuesday.

According to Safaryan, the opposition Armenian National Congress (ANC) miscalculated its tactical approach, since it believed that Armenian President Serzh Sargsyan will face two major problems. In particular, it was expected that Sargsyan will sign the document on Karabakh and face domestic problems or would return to Armenia and hold snap elections, which will give an opportunity to the ANC to say the elections were held due to their demands. The ANC did not consider the third option specifically that the Armenian side will use “all possible emergency solutions it this situation” and Azerbaijan will be one responsible for the failed talks.

Safaryan stressed that the situation on Karabakh will remain unchanged for a long time. However, it does not mean the Armenian side’s stance is correct.

“Armenia should change the concept of Karabakh issue,” he concluded.

As Armenian News-NEWS.am reported earlier, at the end of the meeting of Armenian, Azerbaijani and Russian Presidents in Kazan parties released joint statement that said:

“Presidents of Armenia, Azerbaijan and the Russian Federation met on June 24, 2011 in Kazan and reviewed work carried out under their instruction to agree on draft basic principles of the Nagorno-Karabakh settlement. Heads of the states noted the achievement of mutual understanding on a number of issues. Solution of these issues contributes to creating conditions for the approval of the basic principles.”
