YEREVAN. – The reason why the Nagorno-Karabakh peace process registers no progress is that Azerbaijan constantly rejects all the arrangements achieved, Armenian FM Edward Nalbandian said at a joint press conference with his German counterpart Guido Westerwelle in Yerevan on Friday.

Armenian FM also stated that an important message has been voiced during the Sochi meeting on Jan. 23 by Armenian, Azerbaijani and Russian Presidents. The message pointed out the steps towards achieving progress in the Karabakh peace process. An agreement has been achieved in Sochi to establish mechanisms of holding investigation into the incidents in the line of contact. Meanwhile, Azerbaijan did everything not to establish such a mechanism.

Nalbandian said that the relevant proposal was introduced by the OSCE Minsk Group Co-Chairs back in April 2011 and Armenia has responded to it positively. Armenia again responded positively to the initiative presented by the Co-Chairs last October. Meanwhile, Azerbaijan has not yet responded to the offers, while last December at the OSCE summit during the discussion of the total budget of the organization, Azerbaijanis even threatened to put a veto in case the OSCE will allocate money for the establishment of the mechanisms.

“This is one of the examples why we cannot register progress. We agree on one thing, while Azerbaijan refuses to realize the commitments later,” Nalbandian added.

Nalbandian stated that the case is not that the OSCE MG fails to provide enough efforts to help the conflicting sides to settle the issue. Anyway, Armenian and Azerbaijani Presidents expressed hope that the Co-Chairs will continue their efforts until peace prevails in the region.  However, several days later Azerbaijan usually voices criticism against the Co-Chairs.
