YEREVAN. – The rating voting of the 100-percent proportional parliamentary system, which the draft Constitution of Armenia proposes, has caused concerns to politicians that, instead of political figures, the wealthy will appear who will get more votes—that is, rating—with money, reported Zhamanak daily.

“But the authorities calmed them down assuring that they will have the opportunity to be in parliament, in this case, too.

“In particular, it was said that the Electoral Code will specify that the right to form the post-election top ten proportional list of the [political] parties will be left to the governing body of the party; that is, in fact, to the party leader,” wrote Zhamanak.

Chapters 1 through 7 of the new draft Constitution of Armenia were made public on July 15. Accordingly, the country will make a transition from a semi-presidential to a parliamentary system of governance.
