“They instructed the teachers to make a list of the [students’] parents and their relatives; this process is accompanied by parents’ meetings.
“Aside from this, the community council members were instructed to prepare two lists—[those] of employed and unemployed—to decide what orders they should give to the first, and how much money to the second.
“The process of distributing money to the pensioners likewise has commenced. Some of them are satisfied, but others are disappointed because there are many cases of trickery. They promise [to give the pensioners] 10,000 [drams, (approx. $25)], but give 5[,000 drams, (approx.$12.50)],” Hraparak writes.
