The Ministry of Foreign Affairs of Kazakhstan strongly condemns the UAV attacks on civilian vessels involved in the legitimate transportation of oil through the infrastructure of the Caspian Pipeline Consortium (CPC) that took place on July 17 and 19 of this year in the waters of the Black Sea.

“We regard such attacks as an unacceptable encroachment on the economic interests of the Republic of Kazakhstan, as well as deliberate actions aimed at destabilizing lawful international trade, global energy markets, and the security of global transport and logistics supply chains.

We are particularly concerned by the fact that the mechanism for exchanging information about civilian vessels entering the waters of the Black Sea for the purpose of loading oil at CPC terminals, previously agreed upon by all interested parties, was deliberately ignored, thereby putting the lives and safety of civilian vessel crews at risk.

Kazakhstan demands the immediate cessation of the attacks and the adoption of comprehensive measures to ensure the security of the export infrastructure for Kazakhstan’s hydrocarbon raw materials.

We strongly urge partner countries to resolutely condemn these attacks and invite all interested parties to develop practical measures. We proceed from the understanding that only strict compliance with international law will make it possible to avoid a recurrence of such incidents.

At present, the Republic of Kazakhstan is carrying out a comprehensive assessment of the damage caused. Following its results, Kazakhstan reserves the right to use all mechanisms provided for under international law to protect its legitimate interests, including filing claims for compensation for the damage caused.
