A total of 53,099 applications have been received so far from those forcibly displaced from Nagorno-Karabakh—both adults and minors—to obtain Republic of Armenia (RA) citizenship. Deputy Minister of Internal Affairs of Armenia, Armen Ghazaryan, stated this during a working discussion—in the National Assembly—on the issues of displaced Armenians from Artsakh (Nagorno-Karabakh).

“45,098 people have already received RA citizenship, of which 38,695 are adults and 14,344 are minors. This trend has increased within the framework of the introduction of the state housing assistance program, when the condition for obtaining RA citizenship was established,” the deputy minister added.

Anastas Israyelyan, the president of the “Reviving Artsakh” NGO, noted that as a result of the recent price increases, displaced Artsakh Armenians are faced with a more complex problem, since it is not possible to purchase a house in Armenia with certificates today.

“Most of the Artsakh residents are also interested in the fate of their property left in Artsakh, and the issue of their status is very important here, so that they can raise this issue in international instances,” said Israyelyan.

Armen Ghazaryan responded that the matter related to status had been resolved and closed by the decision of the Armenian government in 2023.

“As for property claims, the issues of property claims are a matter for each person to decide individually, we do not have any general observations there,” added the deputy interior minister of Armenia.
