Norayr Mkrtchyan, who on Monday was appointed Head of the Morale and Psychological Support Department of the Armed Forces of Armenia by the decree of President Vahagn Khachaturyan, was the last education minister of Artsakh (Nagorno-Karabakh).

He was appointed to that position on March 16, 2023. By a decree signed by then Artsakh President Arayik Harutyunyan, Mkrtchyan was appointed Artsakh's Minister of Education, Science, Culture and Sports.

And before being appointed to the aforementioned office, Norayr Mkrtchyan had served as the Artsakh Defense Army’s deputy commander in charge of morale and psychological work.
