Robert Kocharyan is the main culprit in the tragic events on March 1, 2008, stated Vahan Shirkhanyan, a member of the Social Democratic party Hnchakyan. He pointed out that Kocharyan thereby undermined his successors’ positions.

“On March 1, both the Constitution and the Law on Defense were violated — the latter prohibits the use of armed forces during state of emergency. Declaring a state of emergency ion Yerevan was a violation of law as well,” Shirkhanyan said.
