YEREVAN. – New Cabinet's action plan is of declarative nature, economist Vahagn Khachatryan told reporters on Monday.

The economist refused to give assessment to the action plan, since it lacks any precise figures that could be assessed. Khachatryan believes the new Cabinet is continuation of the previous one, stressing Armenia needs crucial changes instead of simple staff reshuffle.

“The government's statement regarding improvement of economic situation in the country should imply elimination of monopoly and corruption as well as creation of favorable conditions for competition. However, government's action plan does not contain the mentioned elements,” the economist said.

Comparing programs of Tigran Sargsyan and Hovik Abrahamyan, the expert said the 2008 action plan at least contained some figures.
