YEREVAN. – Armenia needs a mechanism that will ensure a dynamic development of its Constitution.
Armenian Constitutional Court (CC) President Gagik Harutyunyan stated the aforesaid during the two-day discussion—which kicked off Thursday—of the constitutional reform project.
The CC chief judge introduced the main directions of the project, and he recalled that the Preparatory Commission on Constitutional Reforms will decide on several important matters.
Reflecting on the problems, Harutyunyan noted that Armenia could not find a mechanism for an evolutionary development of the constitutional provisions.
“In Armenia, the main emphasis is put on a ‘surgical intervention,” the CC head noted.
He added that some Armenian constitutional provisions are declarative in nature and they are not exercised.
As per Harutyunyan, another problem is the exercising of the precept of the rule of law.
He noted, however, that the creation of the institution of public liability will enable to at least reduce the subjective approaches by officials.
At the same time, the CC president pointed to the upsetting of the balance between the branches of power.
Ambassador Andrey Sorokin, Head of the OSCE (Organization for Security and Cooperation in Europe) Office in Yerevan, capital city of Armenia, for his part noted that the political forces play an extremely huge role in the discussion of the constitutional reform project.
“All of them are important in this ‘orchestra,’ and the Armenian people conduct it,” Sorokin stressed.
In turn, German Ambassador to Armenia Reiner Morell stated that he is glad to see changes for the better in Armenia, and that he observes this event in that context.
