YEREVAN. – There are two jurisdictions on the Avetisyan family case, Armenia's Prosecutor General Gevorg Kostanyan said.

The Russian military base is not a territory of the Russian Federation, but it is under jurisdiction of the Russian legislation, Kostanyan said during the parliamentary hearings asked about legal grounds for Permyakov's detention at the Russian base.

It is regulated by the bilateral treaty as of 1997, he added.

Asked about the actions of Russian border guards who found Permyakov and handed him over to the military base, the matter is being studied, Kostanyan assured.
