The key to the implementation of the Armenia-Turkey Protocols is in Ankara, President of the Armenian Union of Political Scientists told NEWS.am, commenting on the date of initialing the Armenia-Turkey accords (the documents were initialed on August 31, 2009). According to him, the Armenia-Turkey process produced no results over the past year and the Protocols’ ratification may be considered a failure.
As there is no chances to recover the Armenia-Turkey process, Armenia was forced to make a deal with Russia and prolonged the presence of the Russian military base in Armenia. “This registered fiasco of the football diplomacy, as the dismantling of the last iron curtain of Europe was not solved. So, the status quo will be preserved in the future,” Hovhannisyan said. According to him, as the Armenia-Turkey process failed, each of the sides attempts to radically improve relations with its strategic partner.
According to the expert, an intensification in the Armenia-Turkey process will not be registered in the closest time, as the only step is their ratification. As Turkey links the Protocols’ ratification with the preconditions unacceptable for Armenia, this means Turkey leaves no chances for Armenia to continue the process. “The situation reached a stalemate and the only solution to the problem is the documents’ ratification by Turkey. If this happens, Armenia will ratify the Protocols without hesitation. However, the reality is Turkey goes on setting preconditions, and Armenia cannot accept the methodology and contents of these preconditions,” Hovhannisyan concluded.
