Armenia has a sad experience when it comes to the distortion and regular abuse of the international mediator efforts. Ambassador, Permanent Representative of Armenia to the UN Office Zohrab Mnatsakanyan said the aforementioned in the UN during his yesterday’s speech at an open debate on security issues held in the Security Council.

The debate was attended by the Secretary-General Ban Ki-moon, Dutch Minister of Cooperation and Foreign Trade, Rwanda Cooperation Minister, etc.

In his speech, the Armenian Ambassador first of all attached importance to the prevention of conflicts in the earliest stage possible, since the delay in this issue is, according to him, fraught with fuelling of disputes, large humanitarian crisis and, finally, crimes.  

Referring to the latest report by the UN Secretary-General regarding the issue of security, Mnatsakanyan said that “the long-lasting injustice, discrimination and denial of fundamental freedoms often become the main sources of conflicts. Armenians have had such an experience. Protection of human rights must be under the proper attention of all the UN institutions and first of all the Security Council (SC).  The role of the civil society [with this regard] is indispensable.”

“Armenia has a sad experience when it comes to a one-sided distortion and regular abuse of the international mediator efforts with the view of failing that process or subject the international law to arbitrary interpretation,” Mnatsakanyan said, stressing that the unification of the efforts of the international community is a necessary means in the path of conflict prevention or normalization.

The Ambassador also referred to the role of the UN SG Special Adviser on The Prevention of Genocide in the process of discovering the risky situations and reconfirmed Armenia’s support to the latter’s activity.

In the concluding part of his speech, Mnatsakanyan noted that the internationally agreed regional negotiation format of dispute resolution needs a more unique support.  “Armenia has always welcomed the support of the international community and the UN SG in the normalization of the Karabakh issue in the framework of the OSCE Minsk Group,” he said.
