YEREVAN. - Precinct Election Commissions (PECs) can provide the proxies with the post-election voter lists, but only the non-official ones.

Chief of Armenian Government Staff - Minister Davit Harutyunyan stated the aforementioned in the parliament on Saturday at the 4+4+4 format discussion of the draft Electoral Code of Armenia (4 representatives from authorities, opposition and civil society). 

This means that the lists will be provided on an ordinary paper (without signatures, stamps or water marks of the Central Electoral Commission (CEC) or local commissions), which won’t be considered as an official document.

These non-official lists will include not the names and surnames of voters, but their numbers in the voter lists. Thus, the government won’t step aside from its position and won’t officially publish the voter lists. In this case the proxies will be able to compare the non-official lists with the names and surnames in general voter lists published before the voting and check the possible discrepancies (for instance, voting instead of someone, including a dead man or a person who is absent from the country).

These lists won’t be provided in the night of vote counting, since on the first day the electronic registration device can work only on the official paper. If that device is connected with printers with ordinary papers, the data can be transferred there. But if the opposition is not ready to carry printers to each of nearly 2,000 polling stations all over the republic, they can wait for the next day, Harutyunyan said.
