The document “Building of a democratic state by the Republic of Mountainous Karabagh” signed by PACE on January 27, is a diplomatic victory of Armenia, Spokesman of governing Republican party of Armenia (RPA) Eduard Sharmazanaov told Armenian News-NEWS.am.
“For the first time this international organization adopted a document, saying “Mountainous Karabagh (Artsakh) was never a part of that state, and it was because of the Kemalist-Bolshevik “deal” that Artsakh had become a part of Soviet Azerbaijan”. In this regard, Armenian President’s statement that Azerbaijan has no legal, historical or moral right to lay any claim on Nagorno-Karabakh was confirmed in the document.
According to Sharmazanov, another important fact in the declaration is that it stressed “in 1991, the people of Karabagh voted “yes” to independence through a referendum that was observed and recognized by numerous international observers. The MP also stressed the significance of the declaration saying, “Karabagh Armenians continue to peacefully build their democratic state and are guided by international norms and standards, one of the most important of which was the 2006 constitutional referendum.”
The parliamentarian emphasized it is very important the European colleagues understand, the Mountainous Karabagh Republic is an established state with its objective of building a democratic state, and deserves international recognition and membership in all international organizations.
“PACE-adopted document is similar to the stance of the Armenian side and the President. It is important that unlike Freedom House, which considers Karabakh and Azerbaijan “not free”, the PACE document clearly says the international recognition of Nagorno-Karabakh has no alternative,” Sharmazanov said.
As Armenian News-NEWS.am reported earlier, on Thursday 29 PACE MPs signed “Building of a democratic state by the Republic of Mountainous Karabagh” declaration. The document was signed by 29 PACE MPs representing 12 countries.
