Turkey plans to introduce a new set of confidence-building measures in an effort to normalize relations with neighboring Armenia. Sources close to the government in Yerevan, described these measures as a "small symbolic steps that go beyond the restoration of churches", said Turkish Hurriyet Daily News and Economic Review.

Hurriyet Daily News revealed that the Turkish side decided to send positive signals to the Armenian side. One of the plans, they say, is to open a Turkish Airlines office in the capital of Armenia.

The second plan supposes creation of new charter flights between the eastern Turkish city of Van and Yerevan. Both plans will be implemented in the near future, sources said.

The newspaper also learned about the possibility of Turkish Minister of Education visit to Armenia, although not on a bilateral basis but as part of a regional tour, which may also include a visit of Georgian Minister of Education.

"We do not think this possible until 2013 or 2014, because, as it seems, the Turkish government wants to have time to address other regional issues, before returning to the Armenian question," told the source.

Despite all the problems, however, during the visit of U.S. Secretary of State Hillary Clinton over the weekend the Turkish side expressed great willingness to lay foundations and continue working to normalize relations with Armenia.

"The idea is not to open the border but to open crossing points between Turkey and Armenia. This is the subject of third party mediation, secret diplomacy. The Armenian side sent a message "We wait for Turkey to act" and a second message "The Armenian patience will not last forever." That is why these confidence-building measures are important," said a source.
