In September 2025, the European Union (EU) recorded new shortcomings in the aviation sector of Armenia, while the previously recorded shortcomings consisting of 40 points, which were the reason for the decision to blacklist Armenian airlines, have been eliminated. The Armenian Minister of Territorial Administration and Infrastructure, Davit Khudatyan, announced this during a press conference Tuesday.

Khudatyan noted that the shortcomings recorded in September 2025 are technical, legislative and structural, but 60 percent of them have already been eliminated.

“We are working to eliminate the remaining shortcomings in order to get out of the blacklist as soon as possible,” Khudatyan added without specifying timeframes, but said that it will take less than five years.

Also, the minister informed that in 2025, an increase in passenger traffic was recorded at Armenia’s airports, and this amounted to 5.75 million passengers, which is 7.5 percent more than in 2024. He added that the indicator for Gyumri's Shirak Airport alone increased by 32.4 percent.

In 2020, the European Commission of the EU had put all Armenian airlines on its flight safety blacklist.
