YEREVAN. – Due to an absence of state government relations between Armenia and Azerbaijan, it is extremely difficult to expect a progress in the process of handing over captives.

The Minister of Defense of Armenia, Seyran Ohanyan, told the aforesaid to reporters on Saturday.

“We [, Armenia and Azerbaijan,] work with each other by way of the international organizations. And if we achieve such a progress, there also will be result.

“We [, the Armenian party,] find that confidence-building measures are the first prerequisite for success. Today’s confidence-building measures refer to the ongoing measures on the borders of Armenia and Artsakh [Nagorno-Karabakh], which will prevent the creation of a climate of tension.

“We [, the Armenian party,] have unilaterally carried out such measures several times by not responding to any shots [that were fired by the Azerbaijani party], solely performing defensive matters, and, also, by conducting investigative activities,” Ohanyan specifically noted.
