YEREVAN. – Davit Khazhakyan, head of the opposition Luys faction at the Yerevan Council of Elders, today presented a new document at the Special Investigation Service (SIS), regarding the case on going beyond official powers and committing official fraud by the Mayor of Yerevan.
"I had published a document showing how the mayor, by his order, instructs Hrachya Sargsyan, the first deputy mayor, to appoint [deputy mayor] Hayk Sargsyan as his replacement when he is on business trips," he said. “I had asserted that the mayor does not have such authority, as according to the law of the local self-government of Yerevan, only one person can replace the mayor and that is first deputy Hrachya Sargsyan. Today I want to show you a very interesting document, which shows that first deputy mayor Hrachya Sargsyan did not actually appoint Hayk Sargsyan as Acting Mayor of Yerevan for some reason, and [therefore] 70 or more legal acts signed by Hayk Sargsyan are null and void.”
Khazhakyan noted quite that serious legal acts had been signed by Sargsyan, and insisted that a criminal case should be instituted in this regard.
Khazhakyan added that he had a document he has kept as a “joker” if the SIS properly investigates the case.
According to the head of the Luys faction, there is only one possible way to not file a criminal case, and that is the political motive. "There is no other legal circumstance as I have provided all the details," he added.
