Armenia and Ukraine both ranked 84th in the Human Development Report of the UNDP on the development of human potential.  

The main indexes determining the rating of the states are life expectancy, expected years of schooling, and gross national income per capita. Apart from this, data on social protection, indexes of health and cultural development of population, criminal situation, environmental protection and community decision-making are taken into account. 

Pursuant to the report, Norway, Australia, Switzerland, Germany and Denmark are included in the top 5 with the highest level of human development in the world. US comes 10th, while Russia ranks 49th. Belarus comes 52nd, Kazakhstan—56th, Georgia— 70th, and Azerbaijan—78th.
