YEREVAN. – One should not interest the citizen in paying tax or taking a cash register receipt. When you interest the citizen (...), you are not forming a culture, but you are forming an interest-based relationship with your citizen, which we do not accept. Davit Ananyan, Chairman of the State Revenue Committee (SRC) of Armenia stated this in a conversation with reporters in the National Assembly today.

"We have to move forward by persuading, urging, asking, forcing," he said.

Asked what success the SRC has made in bringing the country’s workforce out of shadow economy, he replied: "For example, the number of increased workers was over 87,000 as of January 27, compared to May 2018. Some of them were brought out of the shadows, some are newly created jobs.”

Referring to the low level of investments, the SRC chairman said: “Naturally, we are concerned about the level of investments; they are not done in volumes that please us. (...). If there are investments but the volumes do not satisfy us, then we should work even better.

At least three factors are needed for tax collection that is proper, or to the volume provided by the budget law. First, the economy must grow. Second, let’s have a good mechanism in terms of tax policy. And third, we need to carry out an effective administration. We, as the SRC, are not limited to the third only; we have to play a role anywhere.”
