Azerbaijan is misleading the international community with lies, thus hiding its real intentions. This is stated in a statement of the Center for Law and Justice of the Tatoyan Foundation.
"The President of Azerbaijan yesterday, September 21, 2022 again declared an attack (use of force) on Armenia, in particular on the whole Syunik, with open threats of war and blackmail. Having illegally invaded Armenia's sovereign territory for 2 years, he falsifies even that the military action of September 13-15, 2022 was an invasion. We explain to the international community that this policy of the Azerbaijani authorities has its own clear mechanism:
1. To appear "innocent" and "white" to the world, they declare that they want peace,
2. Then they proceed to deliberately make false statements about their positions being shelled from Armenia or Artsakh, thus "legitimizing" future attacks
3. Then Azerbaijani officials and "independent" experts, media and telegraph channels start spreading these lies in an organized manner, "legitimizing" future provocations and attacks by Azerbaijan
4. Creating artificial "grounds", they destroy Armenian settlements, houses, steal cattle and small cattle or kill them, depriving people of their livelihood through purposeful military attacks.
5. They kill and torture soldiers and civilians, videotape and distribute these images in order to become "heroes" and cause mental suffering to Armenian users.
6. The Azerbaijani authorities also encourage these crimes, ensuring absolute impunity,
7. Most importantly, the Azerbaijani authorities continue their policy of Armenophobia, hatred towards Armenians in all spheres, from education to culture.
In essence, Azerbaijan is misleading the international community by concealing its real intentions and, in parallel, by promoting them in every possible way. Therefore, urgent international interventions are needed, including monitoring and control mechanisms. Without such concrete guarantees and without bringing to justice Azerbaijan will continue this policy and military attacks, thus constantly undermining security, democracy and human rights in Armenia.
