Regarding some publications in the press related to the explosion on the Crimean bridge,  below is a detailed description of the process of transportation of the goods in question by the GuRG Group and the subsequent transportation to the Russian Federation with a transit declaration, a statement released by the Armenian State Revenue Committee stated.

The statement reads in part:

"First of all, it should be noted that on September 26, 2022 in the Georgian port of Poti for a vehicle with cargo covered with a tent (22 places, 22770 kg), sent by the Bulgarian organization "BALTEX CAPITAL S.A." in the name of "GU RG Group" LLC (06962573), a transport bill of lading (CMR) was filled out. At 14:53 on 27 September 2022, a truck with a tent cover entered the territory of the Republic of Armenia. The driver of the truck was Artur Terjanyan, a citizen of Armenia and Georgia.

On September 27, at 15:00 the truck was weighed in Bagratashen customs point, after which it was X-rayed. As a result of X-ray examination no risk factors were detected, after which at 16:53 the cargo was declared on the transit declaration № 05100033/270922/0049515 to the "GU ARG Group" Ltd (AVHK 06962573). For further formalities the Ararat Customs Department, Temporary storage warehouse of Terminal Alliance Company was selected. At the exit from the customs territory at 17:00 the corresponding mark "checked out" was made in the "Border Cross" system.

The vehicle arrived at the temporary storage warehouse of Terminal Alliance JV 5 hours and 46 minutes later, at 22:46. On September 28, 2022 at 09:43 the transit declaration 05100033/270922/0049515 was given the status "finished" at the temporary storage warehouse of the JV "Terminal Alliance". Then the customs value was clarified, and on September 29 at 4:12 p.m., after the declarant had submitted the cargo documents to the customs authorities, the cargo was inspected at the temporary storage warehouse JV "Terminal Alliance". In particular, without emptying the cargo from the cargo vehicle, the layered film of one of the rolls of polyethylene film was checked (in order to verify the correct classification of goods under the TN VED). Problems with incorrect classification of the TN VED were not detected, and the customs authority at 16:40 released the goods.

From this stage the goods in question acquired the status of the EAEU goods and were handed over to the declarant, but the truck did not leave the warehouse of LLC "Alliance Terminal". Without leaving the warehouse at 10:24 a.m. on September 30 2022 the transit declaration 05100010/300922/0017152 was submitted and registered by the same declarant, on which "GU RG Group" Ltd filled in the transit declaration for transportation of the same goods from Armenia to Russia (consignee - Russian "Leader" Ltd). A simple process established by the EEU legislation in daily practice took place.

The goods were delivered to the Russian Federation in the same Georgian vehicle, the driver was the same. The transit declaration received a "yellow track" interface, since the HS code of the goods is included in the list of controlled dual-use goods. The customs authority also checked the availability of the necessary document on whether or not the cargo is a dual-use commodity.

The transit declaration for the specified polyethylene construction film was accompanied by an expert opinion, issued on 30.09.2022 by the SPE PAP AREXPERTIZA, certifying that this product is not a dual-use product. Confirming this, the transit declaration of September 30, 2022 at 16:16 hours received the status of authorized.

It should be mentioned that during the whole period of the goods being under the customs control at the temporary storage warehouse of Terminal Alliance Company the truck transporting the goods was under the view of the camera lens. It was not unloaded, reloaded or loaded with other goods until the customs procedures of entry into the RA and transportation to Russia were fully completed.

The vehicle arrived to Bagratashen customs point on 01.10.2022 approximately at 00:15 o'clock. At about 00:30 X-ray examination was carried out, the results of which confirmed the same image which was obtained from the X-ray examination carried out at the entry to Armenia. After that, at 00:38 at Bagratashen checkpoint, the shipment received the "exit from customs authority" status. The transit declaration on 05.10.2022 received the status "completed" at the customs point of Upper Lars.

Thus, the processes of importation, customs control, X-ray inspection, customs clearance, paperwork, and exportation took place in a proper and lawful manner. No risk factors were detected during the physical, X-ray examination of the cargo at the entry and exit of the Republic of Armenia.

Copies of all the documents confirming the above-mentioned facts, as well as the X-ray machine photos, the movements recorded by the video surveillance devices in the customs control zones are preserved."
